you ought to try again after you have relaxed a bit. It is hard because it must be secure, and because everyone’s situation is different…yours is particularly difficult because you live OCONUS. You can use your cell or landline phone to authenticate, although I learned just last night that you can’t use a phone operating on VOIP (voice over internet protocol). I was helping a friend visiting us from Europe to establish her login.gov account and she uses VOIP so we had to use another work around.
Keep at it— nobody is trying to take your benefits, but they are trying to keep the entire system safe and secure.
